It looks like your walls are really tight, and that it just completely covers pipes and everything else down in there.
To remove that, the walls may have to come out completely. I'd look into government programs in your state or something. Have it condemned and get your insurance money.

When was the house built? That will give a general idea of if it is asbestos. Should've had that checked from the start, you may be screwed but if you are... Be on the lookout for those asbestos and mesothelioma commercials and write down the number.

but on more serious note... do you need to pull out or change those pipes in any way? if not just seal it all back up - its called "encapsulation" - its what the pros do (they don't always automatically remove everything). as long as its encapsulated its not a danger. its only danger when its disturbed and air born and you breath it in. even then a one time exposure during a rehab project doesn't mean instant death. the ones who develop symptoms and maybe eventually die are people who worked day in and day for decades in conditions that expose them to it and they didn't take any precautions - i.e. shipyards/construction and the mines themselves - asbestos is a natural mineral that comes from the ground - it is mined. if you get a spray bottle of water and wet it down that will keep it from becoming air born while your wall is open. if its not air born it can't harm you.

It's very hard to tell if something is asbestos or not just by looking at it, it needs to be analyzed in a lab. But until then, evacuate the damn house and close off the perimeter, if it really is asbestos you'd already have been exposed to somethin' fierce. Pray it turns out to be glass fiber or stone wool insulation because asbestos is serious stuff.
