drill thru hole in plate
put nut on so its perpendicular to sheet
put nut & bolt combo thru hole a little bit
weld on other side
grind down flush
remove nut

Google 'weld on studs' you dopes. The right angled ones are the easiest.
Use a friction weld.
Put the bolt in the chuck of a drill press and anchor the plate to the base to get your 90 degree angle.
The heat for the weld is generated from the friction of the spinning bolt on the plate.
