Hang some climatic lights in room, then put vaseline on them to blur.
I do not have climatic light, i meant something to put on my lamp to make it more colorful and blurred

opaque or mottled plastic (similar to what they use on the big florescent lights). I've also seen folks spray various clear colors inside lamp shades But watch how hot the lights get or your party may stop early.

That's what I was thinking.
Take a flashlight to the hardware store & check these out. Had them on an old light that flashed to the music and the effect is like a "+" instead of circles like op posted, but theres different types. Prism is the one I described I think. Don't know what "cracked ice" is.

Optics glue. Glue some clear glass marbles randomly to a led Bluetooth color change bulb, coat negative space between marbles with clear silicone and let cure. Enjoy your climatic light.

It is called a "bokeh effect". Google "bokeh effect how to" and you'll be fine. Good luck!

Ahhh, sorry, didnt read it thoroughly. I'd use plastic discs, like you use for garden decoration. If you cannot find coloured ones, use transparent coloured foil. Rub the surce with some sandpaper and then glue the discs to the led lights. Either that or you'll great everyone by rubbing some lard into thier eyes.
