1. Plug it in, make sure fan spins, this is an easy fix if the fan doesn't work.
2 hair dryer is fine when not plugged in
3 if the fan works, the temperature controls are not. May e the sensor always thinks it's too hot, maybe the board is done for. You'll need to see if it's cycling properly.
4 it's usually cheaper to buy a new fridge if it's a mini or a chest.

Let it defrost. If the fan runs, it is highly likely the thermostat is out. Look it up, buy it on eBay.
