Here's what you do, OP.
Get yourself a CNC laser, and use it to cut out the part you need the holes in from stock, making sure that the holes are slightly undersize.
Then you get yourself a metal lathe with a 4-jaw chuck large enough to hold the part. Use a dial gauge to center the piece on each hole, and bore them out to the exact size.
If you live in a nice area, you should be able to borrow the tools from a neighbor if you don't have them already.

This. Just make sure there is now walk (wobble) when you Chuck the reamer. Best way I check for this on my cnc mill is turn the chuck on and hold a pice of white paper behind the reamer to look for any kind of wobble.
