Running some 1" water line and using pinch clamps like pic related.
A friend says I should use 2 clamps per attachment point, rotated 180 degrees from each other.
Is this overkill or prudent?
And do I need the special crimp pliers or would something like lineman pliers work?

I always run the two like your buddy, but that's just what I've been told by my dad growing up. He always over builds though, so I don't know what the standard actually is.
As far as needing the tool, I've gotten away with pliers, but the tool really makes it easy.

I've made hundreds of PEX connections and if you're talking about RTI then only one clamp is necessary, just place it in the middle of the barbed fitting. I'm sure you'd be fine doing two, but it's like writing a sentence twice, it's weird.

i prefer pic related. when they get loose over time you can tighten them easily.
for your question: use 2 on each end, it last longer.
