Greetings /diy/, what I have here today is this unusual looking tool that is constructed entirely in iron, and swivel, along with its center function of sliding up and outwards, along with back in. Anyone who has any idea what the tool is, I'd appreciate any assistance in figuring out it's purpose; it's only writing is "PAT OCT 3 83" which when searched, reveals nothing!

I think I've seen something similar used in building barbed wire fences. It's used to stretch the wire between posts. Just a guess.

Looks like a Hawkington, classic multitool. It used to got for 90 bucks, I am not up to date with the latest developments. They went bankrupt after world war 2.
