It's the capacity of the battery, and is typically used as a multiplier to specify max current.
In other words, if you have a 1 amp hour battery that is rated to discharge at 5C max, that means you should draw no more than 5 amps. If you also had a 5 amp hour battery, also rated at 5C, then you could draw 25 amps, and so on.
A charge or discharge rate of 1C will always charge/discharge the battery in one hour (plus or minus any inaccuracies and loss of energy due to inefficiency) because it is 1 x the capacity of the battery in amp hours, 2C is 2 x capacity = 30 minutes, 3C is 3 x capacity so 20 minutes...
