In my opinion, the most useful tool made would have to be a humble pocket knife. Not too large, and not too small. Useful for simple cutting of a variety of things, from boxes to rope, and even dinner. Many can be used for puncturing small holes, turning a few screws, and even small, very small pry jobs. Sure, it's definitely not the best tool for every job, and is usually out classed by other tools, but there is a reason many people carry one.
Honestly, it's probably a Leatherman.

With that said, there are probably 20 radial arm saws for sale near me. Nice looking ones, Dewalts and shit starting at 30-40$.

I'd probably say either a multi-tool or a knife.
I have a Leatherman Surge I traded a friend some shitty chinese mallninja knife for and it's seen more use in my hands than the house's toolbox in all of my roommate's hands put together.
About the only thing a multi-tool isn't is a hammer, and even then it can work as one if you channel your inner caveman.
