I need an articulated dummy for a project, the problem is maniquies are really expensive, already articulated figures like pic related are so small, is there any way other than 3D printing to create a new one ?, i was thinking about using hardened papercraft but what about the joints?

where do you live? maybe reevaluate 3d printing. look for a local hackerspace?
Depends on what you actually need it for and how good of a sculpture you are.
You could carve the limbs and torso out of wood and join them together with thick wire joint that could hold their form.
You could use a polymer or wax clay that retains its elasticity if you need it to be very detailed. Something like Cx5 if a good material and relatively cheap/reusable. Or you could make your own wax.
You could get a off the shelf action figure and fiddle with that.
Again it depends on your skill and needs. If you want more specific answers you are going to need to give us more information.

Thick copper wire, duct tape and old clothes. Made a monster thing for halloween a few years back, left it on the porch. Freeked out roommate. So i left in in the bathroom next time, but with newly added large breast and a french maids outfit. Same monster face.

Perhaps you could share a bit more about how articulated it needs to be? Are you going to control movement? Because I can make a reasonably strong argument for foam board stacked vertically and glued together. The same for plastic corrugated sheeting and silicone adhesive.
