Go to your hardware store and spend ~$10 on a pair of wire strippers.
Get ones that go up to 26=28 gauge wire.
You can try and cut it with a knife, but it will be difficult. And you could ruin it. The strippers will come in handy later down the line too.

This. Make sure you're getting lead based rosin core solder when you buy your iron; lead free is the shittiest shit to work with.
you can strip insulation with a lighter and solder with a power supply and some pencil lead

When it comes to wire that thin I typically get a fresh razor blade, then ever so gently rest the blade on the wire. I then roll it forward just enough to make a full rotation, then roll it back. This allows the blade to lightly cut the rubber all the way around. Stop when you feel the blade hit the metal. Then pull the rubber off the wire and boom it's exposed.
This was the best picture I could find. Lay the wire on a table and put the razor on top of it. Slowly push the razor blade forward and it will rotate the wire while also cutting the rubber. This only words with a brand new blade
