Absolute best would be a jig on a table saw, but >>1079334 is the anon to listen to. Personally, I'd use a handsaw and then a plane to touch it up if need be, and I'd be done about two minutes after you would with the circular saw.

I already have a tapering jig. Just two 2x2's with a hinge on one end. and a slotted board with a bolt and a wingnut.

But if I didn't already have that, I'd do this:

Take a scrap board and nail it square off of your line and run it through a table saw. Obviously the scrap board is the edge against the fence.

Stop being a bitch and just cut it. Circular saw, track saw, band saw, jig saw, Japanese saw, your teeth, train a beaver, who gives a fuck. It looks like a 1' piece of 1x6 so even if you do fuck it up beyond all repair, just go get another piece. 6' of 1x6 is like 8 bucks. 6 feet = 6 tries to get it right.
