I'm new to electroplating, is it possible to plate a metal over another one? I got this cadmium plated steel lines, is it possible to get them brass plated or I'll need to remove the cadmium plating?
Cadmium reacts before brass. You'll have a galvanic cell if you put them both in an electrolytic solution. I don't believe you can plate brass onto cadmium. See this table for the galvanic series of metals - https://en.wikipedia.org/wiki/Galvanic_series

While I agree that it probably makes sense to strip the cadmium coating first, your logic does not make much sense. For example, it is possible to electroplate copper and then gold on steel.

One method to achieve brass plating is to plate zinc first, then copper and finally heat the piece enough for zinc and copper to form brass. Cadmium melts before zinc and might interfere. Or not.
There's also a fully chemical method for brass plating, but apparently its tricky.

brass is alloy, zinc and copper. it will be hard to achieve this because they have different reduction potentials. recommend hot dip plating
Caswell Brass Plating Solution is a unique cyanide-free alkaline brass plating system which plates a true 70/30 yellow-green plate directly onto steel and bright nickel plated surfaces. It can be used for heavy brass plating which will be antiqued (oxidized and relieved). To plate on zinc die cast surfaces, you must plate with Flash Copperâ„¢ first.
The system eliminates carbonates. Therefore, there is no carbonate sludge containing cyanide to be disposed of.
The solution may be used to tank or brush plate.
Brass tank plating requires an average current of 0.02-0.1 amps per sq. in. and operates in the range of 3-12 Volts.
Brass Plating is available on a small scale using Plug N' plate kits.
