Would it be a good idea to use a car seat as a chair? I'm thinking of buying pic related for 25 euro and putting something under it so it can be used as a comfy chair for my desk. I don't want it to have wheels so it should be easier right?

Bolt it to a base with sufficient width to prevent this.

Any company that has a shop and machinery has 20 old catapillar seats cobled into a comfy chair.
My buddy took and bucket seat and welded it to one of those old ass recliners bases that rock back and forth and rotake 360 degrees. Its bee his computer chair for a decade.
Comfy as fuck.
Just make sure the bottom has mounting holes or u know how to weld.
I have 2 bucket seats out of a ford escort welded to a stand and take them camping.
100 times better than shitty fold up chairs and me and my fat ass friends dont have to worry about breaking it because it would hold a bull rhi o and was free anyway. Plus uf u dont fuck it up u can resell later.

I cobbled one together out of an E36 BMW seat, some spare 2x6s, and Chinese castors.
I placed a 4s lipo battery in the rear map pocket to power the seating adjustment and heated seats.
I built the frame haphazardly in order to get the height right before redoing it properly - but I never got around to it.

In addition to the BMW seat above, I have heated seats in my leather sofa as well.
You can buy the heated seat kits for $20/seat and a 12v power supply ($20 or from an old pc) ... then just make a small cut in the cushion near the rear frame. The heating elements have 2 sided adhesive tape which affix to the leather quite well. My cushions are sewn to the frame so I didn't have to worry about wires being ripped out - but added some strain relief anyhow. The power supply was mounted to the interior frame.
During this past Winter, I left the heating elements on nearly a week at a time. Haven't burn down the house yet.

The two biggest problems are;
The seat will fall over backwards.
Car seats have no armrest.
The solution to the armrest problem is difficult. Some cars had arnrest built into the seats and I see two potential solutions.
Lots of American vans come with "captain's chair" seats that have two armrests. But those might be difficult to find.
Some cars also come with a single armrest on the seats.
Or you can use armrests from an office chair.
As for the falling over thing, you should know that car seats don't like to be level with the floor.
Their center of gravity is where the bottom meats the back of the seat and that part needs to be the lowest to the ground. This means the front part will be at a higher angle.

It doesn't show it in this picture but the metal covered frame sticks out far enough behind to make it pretty unlikely you'd ever tip it over backwards

The frame you build to raise the car seat off the ground is also the frame for the armrest so that is not a concern.
