Are you going to repair it before painting?
That wasn't paint. Or it doesn't look like paint. Looks more like really cheap varnish, as it's flaked but the grain still shows through.
Personally I'd sand it down and use something like ronseal diamond hard varnish to finish. I use that stuff on my exterior door sills and window sills and it lasts well for years.
Is it Concrete? I can't tell.
If yes, then use a Rubbing Brick to take off the remaining paint.
Then purchase a Concrete Stain Kit and use it to color the bare concrete.
A Rubbing brick is basically just a big block of 32grit Silicon Carbide sharpening stone.
And the Staining Kit is acid based formula that colors concrete.
