There's a dead easy solution to this problem. Adjust the water pressure at shorter ranges. And that's a feature are nearly every hose ever so you don't even have to do much. Then all you'll have to do it make sure you're not playing with any assholes.

Imagine something that fired a cone of water.
Getting hit by the tip of the cone won't hurt since it's a tiny amount of water, but can a point of the impact other than than the initial impact hurt?

In the environment? plenty. An electric motor in someone's camera. the laptop that's nearby. someone who's smoking a pipe like a pirate. an open flame in a lantern. a hot bulb in a fake lantern.

and have black tennnis balls.

Combining a vortex cannon with some calcium carbide can be fun. You get a much bigger blast than using an elasticated membrane and a thick cloud of soot. Just make sure it's strong enough to fire safely.

Make colored "bath bombs" out of salt/sugar or anythig glued together with some sort of natural, non polluting glue.

They will dissolve in water, break on impaćt, soi should be safe to use, and leave nice, clear markings on the ship.

There surely must be some way to get a big blast with an elasticated membrane though.
Say that you layered many of those elasticated membranes over each other.
Each will create an equally powerful shockwave, and if you can time their releases right you can get all those shockwaves to add up.
In which case, you need the thing that holds back all the membranes to carry force at exactly the same speed as the shockwave.
Presumably you could do this with a spring, although that would take a lot of math.

Frankly, the idea that you're going to be on "the ocean" strikes me as a far more dangrerous safety risk than foam tennis balls. How do you plan to have safety teams, rescue for overboard players, medical staff, and all the other H&S considerations you need for being on the open ocean, before you address the idea of clean-up for a few missed tennis balls floating around.

Frankly,. the more you talk about it, the more I'm pretty damn certain your ideas for a LARP are utterly unfeasible, because you have no idea of the logistics for the whole event, yet alone this one little detail of a LARP-suitable prop cannon.
