CLEANIN, RESTORING, OR PAINTING A PVC TARP

So I have this PVC Tarpaulin or Canopy or whatever on my truck.

Its in decent condition, but has gotten dirty and stained over the years and I want to make it look nice again.
I tried scrubbing it with detergents and a nylon brush, and even pressure washing but the stains don't want to come off.

Is there any way I can clean it properly. Or maybe even put a coat of paint on it?

any kind of paint that costs less than a new tarp is going to flake off of something flexible like that.

Its not mine in the picture. I've taken mine off for the summer.

I checked the price to have a new one fitted and its over $400.

It may actually be Vinyl not PVC. I'm not even sure.

I've seen some videos on youtube of people putting 'dye' on things like Vinyl seats and PVC pipes and extension cords. I'm wondering if this will work for me.

Now that I think about it, the stain could be mould or mildew.

But wouldn't that get cleaned off using a pressure wadher?

Try bleach. But the thing about mold. Is once its on there. It never truly comes off...

Old pool cleaner of 5 years here. Dads done it for like 15 years. I know a thing or two about molds. Anything thats porous and gets mold onto it. Fucks it forever. PVC is porous. So it cold be mold. Or just fine dirt particles in the pores. Try using a claybar. The thing detailing guys use on their cars. If that doesn't get down into the surface stuff. Idk what else would.
