Most things if you ask for help fixing like a tv or a computer if you fix it wrong then it just won't work and it doesn't matter, it's actually pretty difficult to make it dangerous, even old tv you could easily explain how to discharge the hv part.

If you need to ask what is wrong with this then you are out of your depth. If you have even one quark of an idea about what you were doing you would have told us what tests you have already done and what testing equipment you used, what parts of components you suspect have failed or some specific question.

I have no doubt that people here can help you get this thing working. Is purpose is to deliver an electric shock.
Just because it "works" does not make it SAFE.
Unless you have the knowledge and facilities to calibrate and validate this thing once you have finished then you might be better to leave it well alone
