paper mache

Flour, water, newspaper and some paint

Buy one online, or if you really want to make one use paper mache. I just use watered down PVA glue and news paper, depending on how thick you want it you can put in a chicken wire frame. Sand it down and paint it up

I've been playing with a starch-based bioplastic recipe that's pretty quick and easy to make. Should have a look and feel about like classic celluloid if you do it right.

Since I'm guessing you're not interested/too poor to buy a vacuum molding setup, I'll suggest what a lot of cosplayers do: plaster gauze.

you can make it out of..........i dont know how its called in english, but its like a cast bandage (¿?) is a piece of fabric with plaster, you get it wet and use it over a mold, your face for example, its safe on the skin and its sold in pharmacies

You let it dry for a while and then you can do all the holes you want safely, you can soften the surface with sand paper paint on it whatever

you will end up with something like this after it dries, but as i said, you can make the surfface smoother with sandpaper, you can even look for tutorials in internet
