Seems there's a web novel prequel/sidestory of Bye Bye Peter Pan

Skimming through it (google translate suddenly got really good at translating Japanese, it actually produces mostly readable translations) here's a synopsis: The world is almost completely crime free, someone has their hat stolen and it's treated as a major incident requiring days of investigation. There's a murder which happens but they struggle to investigate it because they don't even have a world for murder.

Eventually they discover it's a masked man with a switch blade behind it (Peter-Pan or more accurately the P2X robot). The pilot reveals himself as going through something like the MCs of the manga. You spend your first 17 years in a shrunken controlled environment, then when you hit 18 you take an aptitude test. Because the world is vastly overpopulated they only the top 1% are allowed to live and the rest are killed (for some reason they choose to do this mostly by crushing them in their palms). They are then enlarged, a process which scrambles their memories and they get to live in wider society.

No images other than character designs and the only interaction mentioned is the P2X pilot who got picked up by a woman when it was his turn to be killed.
