Axel Rosered is the most well known, though I forget if he's available to commission at any time or only at very specific intervals. Of course, a lot of artists will usually agree to something as vanilla as large asses, at least when compared to more extreme fetish stuff like futa/scat/tentacles/etc.

Probably the thing to do is peruse places like HF and tumblr and find someone who is within your desired price range. Obviously, you don't want to pay too much for something that might not match the quality of a steep price.

It's honestly both, desu. Smaller, more compact butts don't do nearly as much for me; I like 'em as thick and plump and patently oversized as possible. Especially since the size of an ass can actually contribute to it becoming the focus of a scene, which is one of my favorite things: other characters being in awe of how big it is and how much it jiggles, the character herself being more conspicuous because of the trouble it causes (getting her stuck in doorframes/ripping clothes, that kinda thing)... and also just the sheer physical *space* a butt like that would occupy, making it inadvertently become the center of attention in any scene or scenario she's in. I like asses that are impossible to miss, impossible to ignore, impossible to hide—to the point where even the narrative or perspective or storyboard of whatever media they're portrayed in *distorts* in order to provide as much focus on the almighty booty as possible.

In a nutshell, it's the difference between an image/hentai/story that INCLUDES a character with a huge ass (even if it's the main character), and an image/hentai/story that is completely and gratuitously ABOUT a character's huge ass, to the point where everything else is shoved to the wayside. The first is good, don't get me wrong, but the second is fucking incredible. i have yet to find an actual story or doujin that completely satisfies my fetish but i definitely have some fantasies i've been thinking of that i'll probably get around to writing up someday.

I personally really like the whole "trying to put on clothes but struggling" concept.
