I think the point was not about having anything in there, but creating pressure.
So having a spoonful of water won't do anything, but if you start pumping, you push it up the tubes.
I guess one could experiment with balloons, though. Better use medical ones, but they should distribute the pressure evenly. So you could stretch the uterus or dilate the cervix without having to deal with pressure up the tubes.
