THIS is a loaded question.

By herself... not really. At least, certainly never on /v/, and usually not on /d/.

Absolutely no idea why - mods on /v/ and /d/ just seem to not mind her nearly as much as any other one.

The problem is that once Rouge is posted and people see it isn't deleted, unless it's a Rouge specific thread (which we don't get on /d/ for obvious reasons), people start posting... others. Coco, Tiny, Amy, Krystal, etc. and any others are ostensibly deletable and bannable furries outside of /b/.

Basically, no one gets mad about Rouge posting by itself and a pic here or there is fine, but don't go spamming her in a thread because then it brings on all the other furries that actually get a thread deleted.

The second and third are from a Marneko series.

Marneko is one of those artists that I can easily recognize. If you're looking for futa artists, I'd definitely say they're in my top 5, along with Bosshi, RaTe, Kurenai Yuuji, and Magifuro. (World Lover's in there somewhere as well, but...different style.)
