I have tried a few different e-stim devices that other people had bought.
My advice would be to stay away from the cheap (<$100) ones. From my experience they tend to just produce annoying/painful "sharp" shocks. Some of the really cheap units are even downright unsafe... If you want something that's actually pleasurable and safe you're going to have to spend a few hundred bucks for a decent power unit and some toys.
I'd say the money is definitely worth it, but I too was hesitant to spend that much without having any prior experience with e-stim. I ended up building my own power unit, which still serves me very well to this day - In before you'll kill yourself. I'm an electrical engineer, I sorta know what I'm doing.

Stupid question, but what is the best way to set up a circuit in e-stim? Like, do you want to have two electrodes on a completed circuit, or wire one to ground? Is the path the electricity will take through the body predictable/relevant, and would having multiple sets of electrodes (basically a parallel circuit) cause issues? How dependant on a/c frequency is the sensation?
I'm a mech engineer, and a dropout at that. Kinda clueless, really. I don't really intend to try this anytime soon (and not without a lot of research), but I'm just sort of curious.

There isn't really a 'best' way to set up the electrodes. How certain electrode placements or signals are experienced can vary quite a bit from person to person. You'll just have to experiment a little to find out what works for you. There are however a few wrong ways to set it up.
If you want to use more than two electrodes, always make sure each pair (or 'channel') is electrically isolated from the other pairs. This is where some of the cheap devices go wrong. Improper or simply non-existing isolation will lead to undesired, unpredictable (=unsafe) currents between your different channels.
As for placement: Under the waist you can basically do whatever. Above the waist you need to be more careful, a small current through your heart can be enough to properly fuck you up. Things like putting an electrode on either nipple are an absolute no-go for that reason, you should use two isolated channels (one for each nipple) in such a scenario and don't place the electrodes more than a few inches apart.
The path the current will take is very relevant for safety, but not that much for sensation. Most of the sensations will concentrate around the contact area of both electrodes. If the electrodes are of different sizes then the smaller one will produce stronger sensations. The path the current will take isn't necessarily a straight line, the further you place the electrodes apart, the more unpredictable (=unsafe) it all becomes.
The sensation is (almost) entirely dependent on the waveform (frequency, modulation, and so on) you're using to drive the e-stim circuit, some frequencies pass easier through skin/tissue than others. Don't even consider using DC current, it's highly unsafe no matter where you put the electrodes and feels like shit anyway, so AC only. Again, this is where some cheap units go wrong, they might put out DC, which potentially causes tissue damage.

It's overrated, frankly. I have a few devices, not low-end either. I love the idea, but in reality, it's kind of a waste of time. It's extremely tricky to find the "sweet spot" where it's pleasurable, and even then, it's not exactly pleasurable, just very intense.
It's also very easy for it to be painful. I can't tell you the science of it, but at slightly the wrong voltage or whatever, it can be painful. also, a position that was once feeling good can quickly become painful, if conductive gel dries up, you name it.
It's not a bad addition if you're already invested in a session having maximum kink, but... it's underwhelming in itself. It's not like some sci-fi shortcut to the pleasure-centers of your brain.

For what it's worth, If you are reasonably competent at soldering, you can build yourself an estim rig that runs off of an audio signal, I've built one myself and can say it's pretty intense, and generally enjoyable.
Smartstim.com has a variety of designs and resources that you could use, however as of late, the website administration has been questionable so it goes down frequently.
Just keep in mind a few pointers, no electrodes above the waist and higher frequencies are generally going to have less of a chance of feeling painful and you should be fine.
