I guess i may as well try to explain why this probably won't work. The main principle behind seeding the matrix is that the Extracellular Matrix (ECM) is in tact and therefore acts as a scaffolding for the stem cells to populate. Not only does this provide structure but also activates signaling receptors to create a niche in which the cells are differentiated down the correct lineage.

The main issue with this idea that I can see is that because the ECM you are creating is from a horse, the signalling component will likely be different compared with a human. This would cause the cells to not differentiate properly and you would likely just get a mass of nonfunctional epithelia.

This is why a lot of these decellularized ECMs are from the same species, as is the case with the above example, or they are for well conserved small connective regions such as artery/vein/valve scaffolds.

Beyond all of that there is the matter of the specialized nature of the penis, what with its elastic properties and the ability to make a proper scaffold with which to seed. I can't say too much on the feasibility of this aspect though because it is not my area of study.

All of that being said though, it may be possible to artificially build a scaffold with which the proper signals could be added for human cell seeding. Of course this would likely just end up as a human cock with a horse shape, lacking many of the more subtle properties.

Sorry for the wall of text, I just find the topic fascinating as it has close ties to my current research.

Beyond that, the infrastructure is all wrong. For a horsecock to work, you need, for example, a baculum - something humans evolved away from a long time ago. Also don't forget about the prostate, etc, and all the connective tissue that enables the cock to point in a particular direction rather than just hang limply from the point of connection.
