It really depends on the context of your story. Personally spankig someone with the bare hand on something thicker than a skirt isn't really effective in a punitive context. For me, it only really works in a naughty/erotic context or when you want to "punish" someone without really hurting him/her (placebo-ish).

Looking at pure "dicipline spnakings" I would start at least on the panties or a completely bare bottom to include the emberassement from the very first minute. Personally I like the idea of "young adult" females wearing thongs, given that it is a nice compromise for domestic spankings. If you want to create a sadistic context or aim to go hard on the emberassement/shame path you could always start with the sub being completely undressed, both got it's own charm.
For me the implement choice really depends whether it's a planned or an "instant" spanking. I took a look at some of the games on aotk.

Most of them are buggy, incomplete messes. Even the most advanced one so far, "aotkgame", is so bugged you an blew your money on useless items and get stuck (like that lockpicking book who doesn't actually help you lockpick stuff).
