Two symmetrical legs is fairly plausible for traumatic amputations, though. Now symmetrical above elbow arms, especially everyone's favourite twin shoulder disarticulations, I don't even know what you have to do to get that fucked up without any other major injuries, other than deliberate removal of healthy limbs.

Human brain sees any asymmetry as freaky and unnatural. With same amputations on both sides you may not even realise what's gone in the first few moments you look at them (or, in case of a quad, think it's a chibi drawing or something), but if one side of the body is visibly lighter than another, you immediately catch that "Yup, there's no arm" and are repulsed before your mind catches up and tells "Heyo, no need to be disgusted, I actually like that".

Shoulder and hip disarticulations are the lastest of the last resorts. Not only they are a lot more complicated to perform than lower amputations, even one inch stump is already enough for a prosthetic arm- a weak one because no leverage, but still better than nothing.

It's not that they're that top-heavy, more of that their legs have very small footprint (heh), and they lack ability to drastically shift weight- try balancing on your knees with arms behind back. It is doable, but a- hard and b- useless (look at that stride length)
If they have short or no stumps, though, it should be easier. Footprint becomes a lot larger in both dirrctions, and center of mass is very low to the ground (bottom part of torso is a lot denser than top that is half air).

I actually used to have a classmate who had both his arms amputated just below the shoulders because he'd had an unfortunate encounter with some kind of farming equipment as a child. Now he did have small stumps, but add a little surgical trouble, maybe a wound infection or healing problems...it's unlikely but it could happen.
