To me, chubby means she still has an hourglass figure, while BBW means she's too round for that. There's always going to be a grey area, of course, and hentai lets you cheat by drawing a woman large enough to be a BBW in real life, but still have a curvy figure. Pic related, she has the body ratio of a chubby girl, but only because her frame is so exaggerated; very few women in real life would have that BMI and not be a blob monster.

So like I said, a lot of grey area and there's no "line", especially in 2D, but it comes down to shape for me.

Just to compare, this girl clearly has less body fat on her than the first, but because she is more round than hourglass shaped, I'd say she's a mild BBW. But someone else would call her chubby because she's really not that big in an objective sense.

I think there are clear examples of unambiguously chubby girls and unambiguous BBWs, but I hope this shows there isn't a clean separation between the two, and that both these pictures could justifiably show up in a chubby thread or a BBW thread. I think people are too hung up on the difference anyway, who cares if a girl a little too heavy gets posted on a chubby thread; we all scrolled past nipplefucking and pegging to get here, just move on with it.

I would like to think chubby/thick vs bbw in another way to explain where the line is.

Let's try those that are above average weight and/or are overweight versus those that are obviously fat. If someone is overweight it doesn't necessarily mean that they're fat. Sure they may some extra fat around their torso, thighs, hips/rear, bust, and possibly upper arms as well as having a little bit of a fuller face which is indicated by fuller cheeks and typically rounder face shape. However, if one were to look at an overweight person more closely they wouldn't actually be fat. They most likely haven't developed a double chin, cellulite is most likely absent since whatever fat they have doesn't have that lump consistency and appearance, and their hands and feet haven't widened in girth.

In short BBW can consist of chubby/thick if it's taken as any woman who is overweight but chubby/thick is not BBW since chubby/thick women do not have enough weight and characteristics to be considered fat, obese, and beyond. Chubby/thick is like 10-25ish pounds more than the person's average frame. Between 25+ to 40ish pounds can go either way but BBW territory is easily hit when a woman is like 50 pounds over the average weight for her frame.

Pic related for example is a woman (Nozomi from Love Live) that does have some extra weight on her frame but is by no means in the ballpark of being fat.

Can't believe I wrote that much talking about chubby women.

all "above average"-weight women - and even most average women - have cellulite, including chubbies. Sometimes it's just a matter of lighting (ie. changing rooms - eeevery woman has cellulite in changing room lighting).
