No, the artist didn't.

If he did go full anthro the jaw and most of the head would be more pig shaped. Furries and anthro characters have non human skulls because of muzzles protruding from the rest of the face changing the jaw bones. All three examples in the image still have a human skull. Men have to find a way to turn pigs back into women, but even when that way is found, no woman can be turned fully human again.

There's a sidequest in the Witcher 3 where a village gets transformed into pigs, I was hard as diamonds throughout that mission. Unfortunately there is no depiction of transformation, just a flash of light. Though at the end of it (assuming you got the "happy ending" of the mission) the townspeople still behave like pigs in that they go out into a nearby mud hole and wallore for half the day.
