APNG's are glorified GIFs. There's one time and one time only when you should be using either and that is for displaying animated sprites and extremely basic frame-by-frame animated line work direct from the source.

Propagating the wholly unnecessary file format that are APNGs will just encourage people using frame-based compression when proper differential codecs are required. GIFs are one of the original sins of the internet and APNGs are just fancy GIFs.
