He isn't overrated, he is "rated" just right.

In a time where every villain AKTUALLY is noble and has good intentions and would make the world a better place if not for the heroes what not, a guy that describes himself as a "totally depraved son of a bitch" is much more entertaining.

sometimes is fun to see a villain that wants to fuck up things because he likes to fuck up things (even if he has some reason to do so, he enjoy fucking up shit) and is enjoyable when the hero catches him

sometimes the villain comes, has a lot of good reason to do X thing, hero does his stuff and you end up thinking that the hero was a cunt, this ain't supposed to be happening, not frequently as is happening currently

Because he fills a niche, a villain who hates a hero with a completely unjustified, unrelenting, and purely sadistic passion.

He manipulates Curry, tortures him, kills his friends and family, and taunts him about it constantly. Why? Nobody knows, not even him. He straight up admits Aquaman never did anything wrong to him personally, or offended a belief he held, or destroyed a cause he cared for.

No, Manta simply hates Aquaman, and he'll follow him like a revenant to the end of his life

Let's be honest, the joker is just obsessed with Batman, in a way that borders on lust. He likes dangling threads in front of Batman to keep seeing him, and seeing how far he can push him. Pretty sure the joker would retire if Batman died, he'd have nothing to do. There's only so many policeman's daughters that you can cripple and molest.
