any setting that can grow. a setting is a setpiece and some can grow organically to be whatever you need them to be.
space scifi- different planet races/cultures
ocean- different islands/continents/cultures
etc etc
it depends on the story you want to tell so if you want to tell a story about a bunch of hormonal turd-burglars then yeah an academy might be best there, but generally best: naw.
