I don't think anyone on Earth could even figure out he exists and is influencing things before it's too late. The Gatchaman at least had the luck of knowing who Katze was and how serious of a threat he is, and then were lucky enough to figure out he was on Earth so they knew to look for him. Maybe if they had some cosmic guys like Nova or the GotG that had seen first hand what he does to planets and sent a warning to Earth they could use either magic or tech to flush him out. Or maybe a powerful telepath like Jean could spot him in a crowd but Jean's pretty unstable and easy to manipulate, so what happens if Berg pushes her to Dark Phoenix up?

In fact in general I think Berg would make a great X-Men villain since it's likely the first thing Marvel citizens would do with CROWDs tech is try and genocide some mutie scum.

Karma Police, stand in form of two police officers, one looks like Inferno Cop, other is a policewomen that kinda looks like Montoya. Stand takes care of you/punishes you according to your karma, Question has to let Inferno Cop handle Kira, since he doesn't have sufficent evidence and has a reputation of a conspiracy theorist. Other cop treats poor Koichi who was fighting against Bites The Dust resets. Question almost loses it because he defeated Kira with a stand power and not his detective skills.

Not so much a villain as a straight up force of nature, but Rahu would make for a pretty good Doomsday-esque character. A nigh-unstoppable world ravaging, possibly supernatural terror, which is in a state of constant metamorphosis, growth, and assimilation. The only reason anyone could see it at all was because it got curious about a sophisticated child's toy, and merged with it by complete accident.
