On the surface he's upholding the law, but he also does morally dubious things like lying to his dad about the Gang being friends with him and Spinelli being his girlfriend, and also blackmailed TJ with falsified documents, among other things. Being on Ms. Finster's good side brings him many benefits, and he doesn't mind stepping on others to get them.
All he cares about is himself, basically.
He'll be a great lawyer if he puts in some effort. Though his dad stays at home and is subservient to his mom, she treats him like Ms. Finster treats Randall, giving him cookies for ratting out the neighbors and shit.

I like to imagine that they met again 30 years down the road. Spinelli ends up in Navy Seals or something. On one mission she is told to extract a mole that has secret Intel on both sides. Turns out it's Randall. She complains rest of the mission, saying they can't trust him. Eventually they end up under fire and Randall pushes Spinelli catches one in the chest. As he is dying tells her he made up the secrets, he originally plan to sell out to the enemy but things got too dangerous so he called and lied to get extracted. He dies in her arms.

One of the best things about this show was how anti-authoritarian it is.
Snitching is always portrayed as being bad and wrong and no one will like you if you do it, which is quite different from what kids are taught in school.
There's one single episode with a moral that clarifies that into "okay, if you see some seriously heinous shit go down then it's okay, but it's still usually not cool"
And then also all of the school faculty kids are taught to respect in real life are shown as being major assholes with a dash of incompetence and a heaping tablespoon of self-absorption. Ms. Finster has a sadistic streak and Principal Prickly is only concerned about promotions and sucking up to the administration with no concern for the children.
This show had a bunch of crew from The Simpsons and King of the Hill so I imagine that informed the sensibility (the writing is very witty and periphery-audience skewing too, especially for a network kids show of the time)
I was born too late to watch it first run, I vaguely remember Toon Disney having reruns but for the most part I didn't watch it until this year, and it really holds up. The random smattering of episodes with digital coloring in season 3 and 4 are strange and ugly though (from what I gather the studio that was already contracted to produce those episodes switched over their entire pipeline without notice, i.e. it wasn't a choice on the behalf of the showrunners. Once they got the episodes back they dropped them like it's hot and stuck to the studio that did KOTH, which is why S5 and S6 are back to all analog)
