Here's the problem: the way superman handled the situation wasn't very Superman-esque at all: it had more in common with Zach Snyder and the whole MAN OF MURDER meme than it did the Superman we all know and love. What Superman should have done was approach the gunman and talk him down, appealing to his better nature. Superman is a man of near-limitless compassion and goodness, a paragon of virtue. When he does get violent and vindictive, it's usually saved for serious high-quality evils like Darkseid. Superman's behavior in this page basically has him treating some angry redneck with a gun like he's fucking Darkseid or something.

Now, people could argue that Superman is snapping in the face of Oz causing so many crises that it's pushing him beyond his limit. That's not a bad point, but the problem with that is twofold. First, the narrative doesn't make it clear enough that Superman's callous indifference to the gunman's plight is not in character for him. Indeed, given the press response, the narrative suggests that Superman's lack of compassion is indeed commendable. Second, this was the first of the simultaneous Oz-created crises Superman had to deal with in the book. He shouldn't have been burnt out or frustrated at all.

I dunno, I liked the Super-sons stuff, but so far the Oz Effect has really put me off of Jurgens's Superman. This scene is really just the capstone of what's wrong with the story. Superman is just really out of character throughout the entire book all for the sake of proving Oz's points.
