The story goes that the studio that made Muppet Babies wanted a secondary female character in the cast to go along with Ms Piggy and there was some issue with using Janice (the secondary female character from the Muppet Show, who played guitar in Electric Mayhem alongside Animal.

Supposedly, the animation studio did not want to use Janice because they already had Rolf (who's gimmick was music) and more to the point, the studio wanted a Tomboy to serve as a foil for Ms Piggy.

So rather than to change Janice's entire character, they gave Scooter a twin sister.
