At his best I don't find him "inspiring" in the same sense as someone like Superman. I like him as a voice of reason and fairness, always staying true to the ideals of America and being a man of the people no matter what is happening in the political landscape.
I suppose now that Steve is a lot older and has been through some shit he can be the "grandaddy of the Marvel universe" the way Superman is to DC, but his best years were in the 70's and 80's when he was all about uniting people and cutting through political barriers to get to what was truly just.

Because he actually stands for ideals, unlike every other modern superhero who stands for themselves and some vague sense of 'justice' which is never really defined and seems to change from hero to hero.
Captain America is supposed to be the one superhero that says "Yes, I think you're evil, and yes I disagree with you, but I will still defend you to the death."
