Thor is worthy because not only he proved himself selfless, but also because he's honorable, and that's what differentiate him from the others.

All of the Avengers are selfless by definition of course. Heck, Tony was going to blow himself up to save Earth. The difference is that they're not exactly honorable people. They deal with gray moral codes, politics and interest conflicts by lying, scheming and hiding their intentions, none of which Thor takes much part.

Also, Vision may actually not worthy. He can just lift the hammer, but there's no indication of him acquiring Thor's powers (wich is what the enchantment is about). He is far above human conflicts and is "on the side of life", that makes it dubious and leads to Thor actually trusting him with the Mind stone.

You're right that worthy =/= being pure or nice or anything like that, but as shown with Beta Ray Bill the key is that you have to believe with all your heart that you need to use the hammer to protect a group of people that you truly love.

Bill could lift the hammer because he needed to protect his people, it was his entire being and the one thing he wanted in all the world.

Thor used to be unworthy because he was more about being a big hero and adventuring for adventure's sake rather than to protect people. When Odin took his powers and trapped him on Earth it was so he could gain a love and understanding for humans, which is what he required in order to be worthy of the hammer.

That said telling Tony outright about Bucky killing his parents with no concrete proof other than "A Nazi computer implied it in some images" would still have been a shitty thing to do, Tony would have been angry at him anyway and it would also have resulted in yet another person trying to look for Bucky to kill him. It was basically a no win situation for Steve.

Besides Bucky was his childhood BFF and Tony was just his teammate who at the most he developed some sense of fondness for. The Russos wank Widow and Iron Man a lot (but who doesn't wank RDJ at Marvel?) and to a lesser extend Scarlet Witch. In Civil War you could tell among the characters they really cared less about developing was Steve.

They even said in an interview that Steve's character is static and that he serves best as a character who helps further development in other characters.

And in another one they said they didn't like Captain America comics and it shows because they wasted Crossbones badly and made Zemo into a Bond villain.

Their ideas if they didn't pull Civil War were also stupid, like a story about the Madbomb? Seriously?! Meanwhile Markus and Mcfeely had ideas about MODOK, 50's Cap and the Sleeper Agents (you could have done some cool Metal Gear esque shit with that) and any of that shit would have been cool to see.

The thing about Crossbones that bothers me the most is that they spent the entirety of The Winter Soldier building him up and showing his origin story throughout that movie. Then when we see the payoff in Civil War, when you get to see him in the costume and using the name, they get rid of him immediately. At the very least, it served a purpose and kicked off the events of the movie, so it didn't feel entirely pointless, but I still didn't like that was the direction they felt they needed to take him in. Again, why build up his character for an entire movie, only to brush him aside that quickly the next chance you got?
