There are more examples of her straight up using Harley with affection as "Payment" alongside punishment for failure than there are runs with Ivy nurturing Harley. (Most of the latter being recent runs and AU shit like Bombshells)

Fact is, Ivy is crazy, so is Harley and as much as putting your dick in crazy isn't a good idea, putting crazy in crazy is even worse. In truth, Harley just needs to get the fuck away from all of them, leave Gotham and never go back.
