If I were to guess, that's either Red or Heidi. Wendy will be the Kyle and Bebe will be the Stan leaving the Cartman and Butters or Kenny to be divided between the remaining two. Or they could have a totally different dynamic than the boys.

Well, Cartman does has an obsession with Butters, He drawn porn of him and get jealous when he's with others boys at some points.
The biggest problem is that none of the girls are memorable enough. There is no kenny or Cartman or Mr Garrison level of memorability to any of them.
Any girls episode needs to make me give a fuck about the characters to begin with

Wendy has had her fair share of episodes. I think she stands on her own as well as Butters or Kenny, or even Kyle or Stan. I think we have a good understanding of who Wendy is in South Park. Bebe has had a few episodes where she was a major character, but her development was minor and inconsistent.
Besides Wendy they definitely need more to distinguish themselves from one another and the rest of the 4th grade girls.

I always wished that they had done more with Lizzy from Cartman's Silly Hate Crime 2000.
She came out of nowhere and was pretty distinctive for a seemingly one-off character.
