In the original Bizarro story, the writers wanted to kill Bizarro at the end of the story. But the comics code was very strict in the 60's, and forbad killing anyone, even bad guys. To get around this, the writers gave Bizarro angular and pointy skin that was colored pure white, like crystal or chalk. In the story, they claimed that Bizarro was made out of mineral matter, not animal matter, and therefor wasn't truly alive, basically just a different type of robot.

This trait ended up being grandfathered into every subsequent version of the character, which is why Bizarro has always had pure white skin ever since.

In order for the character to fill his role properly, it's important that he be the opposite of Superman in SOME ways, but not so many he becomes unrecognizable as a Superman variation in the first place.

They mostly keep the opposite stuff confined to either silly behavior, such as bathing in a bathtub filled with dirt or building a basement on top of his house, or stuff that's visually cool to look at, such as reversing the elements on his vision and breath powers or causing him to be healed by kryptonite.

The whole thing basically started out as a joke, but ended up being cool enough to be played straight in certain ways. It's best not to take it too seriously or try to apply any kind of logic to it. He's just meant to be a funny and cool character.

I always thought he was black, but also an albino. He had that chalky white skin a lot of 80s-90s artists drew on their black albino characters.
