What is the optimal/correct starting point?
You won't go wrong starting at 2000 AD Prog 1. At the start it's episodic and often silly but when I reread it I find it lays the foundations really well. After a bit you get to the big epics.
I haven't read everything all the way, but a better question might be what 2000AD stuff you _shouldn't_ read.

you can skip all the idw original stuff, as in mega city two, mega city zero and blessed earth. farinas has no place writting dredd (and the artwork is subjectly horrible)

I wouldn't know about the optimal starting point, but the first Dredd stories I ever read were The Day the Law Died, Oz and Judge Death and I understood everything just fine or you could just start with The Complete Case Files 01 if you wanna go in chronological order from the begining.

Yep I got the big giant anthology books, they are pretty good. Jump right into it, there is a very good sense of continuity and dredd ages in almost real time. He wasnt always old stoney face.

Like the others, I'd recommend starting from strip one if possible and working from there - go with the complete case files. The first couple are cheesy, silly and camp, but you get your first proper epic in case file 2, and it just builds from there.
One of the reasons I prefer Dredd over the Big Two is the continuity - any character can die, they don't come back, and they've all aged hugely over the years. Dredd is an old man now, and knowing there are several other Dredd clones in the pipeline/on the streets, I think there's a reasonable chance they'll kill him off in the next few years.
If you don't have the time or patience and want to see what a fucking great arc looks like, you should probably try the Apocalypse War. It's one of the best examples of escalation I've ever read in a comic - the way it builds from riots, to block mania, to invasion, to all out existential conflict is absolutely incredible. It had effects that are still being felt (such as the Chaos Bug).
I'd also recommend the America/Democracy arcs. You get to see what life is like for a Democratic activist in Meg City, and it's terrifying.

Well, there is somewhere in the 12000 page range plus a bunch of added stuff like Anderson and Lawless or whatever.
You won't do it quickly, just start and if you like it you'll eventually catch up.
