Most of the recurrent villains got a similar upgrade to match, even the "fan" and Scrapperton, heck even the TV monster that was already almost indestructible gets an upgrade.

even though they are instrumental in many of the antagonist's victories, the fact that their replacements are introduced too quickly meant their status as (tough) cannon fodder was inevitable.
