That's the issue with children in film franchises. Hell, Warner made Harry Potter films as fast as they could, and they STILL couldn't make them fast enough to match the age of the actors.

I am almost willing to accept having child actor's faces scanned and have them play as their younger selves using CGI and voice modulation, five years down the line. Something like how they made Steve Rogers tiny in First Avenger.

It's probably because no child actor is worth the cost of such a CGI effort. Children are rarely famous enough because of their short careers by definition. When you look at how much it will cost you to keep an actor young, compared to hire another kid to replace him, it is easy to just decide a recasting is cheaper.

All the CGI faces we saw in current films are all based on actors who are famous. Actors who's faces are recognisable and as such have enough worth to re-construct. Who ever stars as Billy will likely be a nobody boy, and unlikely to be a real "main character" in the film anyway.
