I'm going to say no. America for all it's faults is high energy and at least tries to do a lot of things that SHOULD be fun.

It's better than Mockingbird. And it's not generally storytime of pain class, although individual pages do make the cut.

it's a book made by philosophy majors about a superpowered setting outside of combat. It's interesting in that regard, since day-to-day life in cape settings is not often the focus of stories.
It didn't strike me as having a specific agenda. It exposes points of views via its various characters, but doesn't particularly judge them.
But I'm not american, so I might have missed some references.
