Honestly, Batman has so many villains I'd like to see teamups.
His rogue's gallery is unique in that most of them are well known and popular, instead of just a few.

You could shove Joker, Riddler, Two-Face, Penguin, Ivy, Scarecrow, Croc, Freeze, and Ra's into a single movie and the audience would know who all of them are without the movie needing to explain anything.

Granted having that many in one film is overkill for most stories, but the point is that it could be done without confusing people as to who any of them are.
