I think the writer's strike bit is making fun of how shows like Today/Good Morning America and late night talk shows will have their hosts/cast wing it instead of having pre-written bits for segments. Which is why Binky spends an inordinate amount of time greeting things and petting fish.

It's also so papers could rearrange the panels vertically if that's how they wanted to lay out a strip on a page. The first panel wouldn't necessarily need to be cut, since it's the same size as the others, but the throw away gag allows more leeway.
Bill Waterson notoriously hated those jokes because they were low-effort and wasting space, plus it meant papers might print the comic differently than intended. When Calvin and Hobbes got big, he started requiring any paper running his strips to use it exactly as is and that it would be a full page's width. Many of the later Sunday strips would be huge single panels or some sort of layout where they couldn't alter it even if they wanted to.
But Garfield has never been about creativity, so I imagine they keep the rigid format so it's able to be printed in as many papers as possible.

And you know what? That's OK with me. Garfield may be a commercialized shitty joke machine, but that's what makes him appealing, in all honesty. Put yourself in Jim's situation. And to give Jim credit, as long as he was at the helm Garfield was pretty fucking good anyway. The strip was funny early on, by the 90s it was downright savage in its humour, the cartoon show at that time was absolutely great, and one of his requirements for that show was that it had to have US Acres or he wouldn't let the entire thing be made. The Genesis game was also fun - average platformer, sure, but seeing the cast as all sorts of TV characters was great.
