Interesting story with Cap.
In Gruenwald's run, Steve gets a million dollar check from the government, because though he was declared MIA in 1946 he was never declared dead for propaganda reasons, and was owed decades of back pay.
When a government auditor finds this out and brings it to the attention of the council on superhuman affairs, they track down Steve and tell him that since he wasn't in service to the government during all that time, he'll have to "make it up to the American people" by becoming a government operator. Steve doesn't want to answer to a government agency and feels he better serves the people by working directly with them, so he resigns from the military and is forced to forfeit the Captain America name, costume and shield because they're copyright of the US military.
