The dc parody episodes were pretty good. And TMBG episode is fun. Baby Plucky too. And the musical bit with Plucky wanting to play arcade games. They're really different shows. Tiny Toons was more about characters exploring, growing, and learning. Animaniacs was a smartly written exaggeration of classic Looney Tunes comedy.
It's ironically less dated than Animaniacs due to being an intentional period piece (Welcome to the 90s!) and making references to less topical stuff. Also, the characters are more likable. The quality fluctuates a lot but the good episodes are excellent, it gets to be as smart as Animaniacs without being full of itself.

Yeah, the creators of TT did Animaniacs as their next project. They've talked before about how they learned a lot making TT and applied those lessons to Animaniacs, and then on to their later shows.

I feel like TTA was the more even of the two shows. Sure, it had its lows and those lows were probably worse than almost anything Animaniacs did in terms of bad animation and segments with just awful writing (any of their attempts at rap music for instance), but a lot of its mistakes, besides Kennedy, tended to be one-offs and can be chalked up to them working the kinks out of the show.
Animaniacs had more highs but a ton of lows since they kept segments that just didn't work around for the duration of the show. While the Tiny Toons had Elmyra, Animaniacs had Mindy and Buttons, Katie Kaboom, The Hip Hippos, The Flame, and The Goodfeathers.
Animaniacs was also when that writing staff started down that road towards making jokes where all of the humor comes from it being a reference rather than it being a reference that does funny things.
Like you went from the Animaniacs bugging a Charlton Heston Michelangelo and who reacts in the usual fashion to them to Histeria where the entire joke is that Genghis Khan is John Wayne. You can find the first funny without being aware of the movie reference behind it but the novelty of the latter wears off pretty quickly.
So, despite being a later show, it seemed like they didn't learn some valuable lessons from the first one and the shows that followed managed to be even worse.
