We need to get rid of the idea that blame is a zero-sum game.
Cartman is 100% to blame for his actions, at the same time Kyle is also to blame a tiny bit, in that he should have expected it (a bit, infecting someone with aids is such a big deal that it's hard to imagine anybody ever going there, but hey, it's Cartman). Kyle has a responsibility for protecting his own health in the face of clear and undeniable danger, that in no way takes away from Cartman's responsibility.
Just like how telling people to lock their homes or cover up to prevent theft and rape is not taking away from the blame of the criminals. It's not that you are part of the decision of that crime happening and the criminal less so, it's that you had a means of preventing it that you neglected.
